I guess, but you got to make some allowances for heat of the moment reactions. I mean, if people always stopped to think what the best thing to do would be, then that would cause it's own problems.

Maybe there should be a warden training thing so everyone's on the same page or something about what they should do, though, so it's less of a stop and think thing.
