Inflicting or allowing pain when you could very well stop it is torture in my book. You can't just withhold medical treatment like some god forsaken threat, how would that make you any better than half the inmates on this damned ship?

He's also had his tongue cut out, without sedatives. Sooo yeah.

Sometimes pain can be a powerful deterrent to poor behavior. You place your finger in the fire. It burns. You never do it again.

My Inmate is perfectly aware of what behaviors are expected and forbidden him, and he will have consequences.

And how will that rehabilitate him? Once that authority figure who can bring pain as punishment is gone how would he have learned anything other than fear?

Right now it's a matter of teaching empathy. He will cease this behavior that is damaging to others because he does not like having it done to him.

And if I have to teach him to stay out of level 0 as a matter of survival, then so be it.
